Waldemar had stopped by the monument almost daily to “hang out with his best friend,” the teenager’s aunt, Karolina Pagan, told the newspaper.

“He didn’t think being here, reflecting with his long-lost friend, would be his last day,” Pagan, 28, said early Monday.

Pagan told NBC Connecticut his nephew was an “energetic teenager” with a “golden smile” as he called on city officials to stop gun violence in Hartford. The Waldemar shooting marked the 28th homicide this year, according to the station.

“We need to do better,” Pagan said. “These little boys are not going to become young, you know, grown men. Children are left without siblings, without parents. You know, moms are left without children, aunts without nephews. This is so sad.”

Hartford is on track to recount one of its deadliest years in decades, Courant reported, reflecting the rise in homicide rates across the country. A Hartford Public Schools spokesperson told the newspaper that additional counselors were made available at Weaver High School on Monday.

No arrests have been made in the Garcia shooting on Aug. 8, Boisvert said. He declined to speak about possible suspects in Santiago’s murder but said the teenager likely knew his killer.

“It’s under investigation, the connection there,” Boisvert told The Post about Waldemar’s visit to the monument. “He was there on the vigil, but it is not clear how long.” Investigators do not have details of the vehicle believed to have been used during the shooting, Boisvert said.
