Who is Leona Biser? Wiki, Bio, Age, Family, Charged, Arrested, Investigation

Leona Biser Wiki – Leona Biser Biography

Leona Biser has been sentenced to two years in prison for locking her older sister in a cage. Leona Biser reportedly kept 54-year-old Loretta Lancaster in a wooden cage since 2018, claiming that she was to prevent herself from being injured. She was arrested in 2020 after a visit from the state’s Adult Protective Services, prompting the Attorney General to get involved as well.

A resident of Vestaburg, Pennsylvania, little is known about Biser beyond her charges. She does not appear to have a presence on social media, and there is little mention of her in the press before 2019. We know that her older sister, Lancaster, is a special needs adult and has severe speech impairments. She also reportedly has the mental capacity “of a baby” and was therefore dependent on Biser for her care.

Leona Biser Charged – Arrested

Attorney General Josh Shapiro announced Thursday that Leona Biser pleaded guilty to neglect of a dependent of care and abuse of a dependent of care. A Washington County judge sentenced her to up to 23 months in prison and two years of probation.

Investigators say Biser kept her sister in an “artificial cell” in the living room of her home on Sixth Street in Vestaburg. Authorities responded to the home in November 2019 and found 53-year-old Loretta Lancaster in the cage kneeling next to a dirty mattress and bottle. The house had no running water and Lancaster was not receiving prescription medication from her.

“What Leona Biser did to her sister is unforgivable, but today’s petition is a step toward justice,” Attorney General Shapiro said in a statement. “My office fights to protect those who cannot protect themselves. Anyone found neglecting or abusing another human being in Pennsylvania will be charged and prosecuted for those crimes.

“Since being removed from Biser’s custody, Lancaster’s condition has improved significantly: she has regained some mobility, recovered from medical conditions caused by living in a cage, and has started working with a speech therapist,” the statement says.

It’s unclear how long Lancaster was locked up, but Adult Protective Services found her in the cage in August 2019. The agent returned alone in November, with a doctor who noticed she was unable to walk. However, Lancaster has not yet been taken away. On November 22, the Attorney General’s office got involved and sent an ambulance to take Lancaster to the hospital. On January 15, 2020, Biser was indicted on various charges.

She, however, disappeared and missed several court dates. In August 2020, US Marshals were tied up to search for Biser. At the same time, she was also accused of defrauding social security. The Observer-Reporter noted that Biser used her sister’s social security payments for personal expenses. She was captured later that month and sent to jail. On September 2, 2021, Biser pleaded guilty and was sentenced to 23 months in prison, followed by 2 years of probation.

“What Leona Biser did to her sister is unforgivable, but today’s petition is a step toward justice,” Attorney General Josh Shapiro said in a statement. He also provided an update on Lancaster’s condition. “Since being removed from Biser’s custody, Lancaster’s condition has improved significantly: she has regained some mobility, recovered from medical conditions caused by living in a cage, and has started working with a speech therapist,” added.
