According to the BBC, Rafael Caro Quintero, 69, was one of the founders of the Guadalajara cartel, which for a long time controlled illegal drug exchanges along America’s border with Mexico until it suffered another slump.

Rafael Caro Quintero was arrested for the 1985 demise of Enrique Camerena, who was investigating cartel activities. Quintero was released in 2013 when a Mexican court reduced his 40-year sentence by 12 years.

Although the decision was eventually overturned by the Mexican Supreme Court, there was no turning back, as Quintero had previously turned into an outlaw and clearly resumed his drug business while in hiding.

Quintero was needed by American specialists for alleged drug trafficking and for the deaths of about three American residents.

According to El Economista, Quintero was blamed for escorting his subordinates to capture and torment two Americans who had inadvertently walked around a Guadalajara cartel party in January 1985. Experts in the United States believe Quintero mistook them for classified DEA specialists.

The two Americans, creator John Clay Walker and dental assistant Albert Radelat, were seized and tormented for some time. Radelat was believed to be covered alive.

Rafael Caro Quintero is currently facing expulsion to the United States. While Quintero’s power in the drug exchange has faded, specialists say the catch is critical because it shows that offenders will face repercussions no matter what.

Quintero’s capture was the result of the high profile murder of Enrique “Kiki” Camarena, a problem for the cartel during the 1980s. It was recalled that Camarena, similar to Walker and Radelat, was tormented and held accountable for a lengthy assignment.
