Two inmates were trapped this week at an IHOP in Virginia hours after escaping. IHOP customers saw John M. Garza, and Arley V. Nemo,before dawn Tuesday at an IHOP in Hampton and called police. They were discovered missing from their cell during a head count Monday night.
