Emily Hirshowitz of the Ossining Police Department was arraigned in the Westchester District Attorney’s Office Wednesday with four third-degree counts of falsely reporting an incident, along with three first-degree counts of presenting an instrument fake. A New York police officer who complained for months about receiving threatening text messages from her colleagues has been arrested after investigators allege she sent them all along.
The latter is a felony that charges her with filing a complaint with the intent to defraud. Beginning in May 2022, Hirshowitz filed a report with the district attorney’s office that she was receiving anonymous threatening text messages from various numbers.

She claimed that “a fellow officer or multiple officers from my department are involved,” according to court documents obtained by The Journal News. In July and then in August she complained again, handing investigators screenshots showing lengthy expletive-filled messages urging her to commit suicide and calling her “useless”, “dumb [expletive]” and “rejected”.
Police and local officials were so alarmed by what was described as the “increasingly threatening content” of the messages that they contacted the district attorney to investigate further before Hirshowitz said he wanted to drop the complaint on 12 of August.
However, her concerned superiors were not intimidated, and on August 23, Police Chief Kevin Sylvester called a department-wide meeting to discuss the messages. Ossining’s mayor along with other local officials were invited to attend, according to The Journal News.
But investigators reportedly were quick to suspect Hirshowitz and, in October, issued a search warrant for her phone and digital accounts. Prosecutors said evidence quickly indicated that she was in charge of several of the phone numbers from which the threatening messages came and that she likely had sent them to herself.
After her charges last week, Hirshowitz was suspended with pay. The criminal complaint noted that someone known to the prosecutor’s office appeared to have sent three of the text messages, though she did not say who.
Former Ossining police officer Louis Rinaldi, who resigned in the spring on separate disciplinary charges, has been raised as a possible Hirshowitz accomplice.
Rinaldi was reportedly mentioned multiple times during the investigation into the messages, and his attorney, Michael Santangelo, said the former officer was the subject of an investigation, according to The Journal News.
Hirshowitz joined the Ossining Police Department in 2016 and in 2018 was named Employee of the Year by the local Rotary Club branch. “There is a lot of mystery and confusion surrounding the allegations in this case and we will evaluate as we learn more,” said her attorney, Paul DerOhannesian.
She is due to appear in White Plains City Court on July 12.
