According to the Garland Police Department, officers pulled over the driver of a black Honda Accord for a traffic violation near Shiloh Road and Northwest Highway at approximately 3:30 p.m. Monday. Police said the Accord was occupied by three people.
“When the officer approached the driver, he observed evidence of narcotics in the vehicle,” said Lt. Pedro Barineau of the Garland Police Department. “[The officer] was waiting for his reinforcements to arrive and before they could investigate further. The driver of the Honda Accord who had been detained fled the scene at high speed.”

A Texas mother died and her son was seriously injured after they were hit by a driver who allegedly ran a red light while trying to flee from police. On Monday afternoon, Karla Rico, 28, was driving through Garland with her 10-year-old son when her car was hit by another vehicle driven by Bobby Lee Murphy, 37.
Moments earlier, Murphy had been pulled over for a traffic violation, during which time officers allegedly noticed evidence of drugs inside the vehicle. Before they could investigate further, Murphy allegedly sped with two passengers inside. In an apparent attempt to evade officers, Murphy allegedly ran a red light, hitting Rico and a second vehicle, a Honda CRV, which stopped at the red light in the southbound lanes.
“For me, it was like a movie, a horror movie,” witness Joshua Garcia told CBS DFW. “You are never prepared for a situation like this.” Murphy and the other two occupants of his car were transported to a local hospital, according to police. The CRV driver suffered minor injuries and was released at the scene.
Rico was pronounced dead at the scene and her son was taken to a hospital in the area, where she remains in critical condition. Murphy has been charged with murder and evading arrest, resulting in serious bodily injury. It is unclear whether he pleaded guilty or hired an attorney to comment on his behalf.

“Karla was an amazing person and everyone who knew her loved and admired her,” her family wrote on a GoFundMe page. “It was a blessing to everyone who had the privilege of working with her.”
The Accord entered the intersection while the light was red and struck the silver Toyota of Karla Rico, 28, traveling west on Miller Road at a green light, police said. The Accord driver then collided with a second vehicle, a black Honda CRV, which stopped at the red light in the southbound lanes.
Rico was pronounced dead at the scene and her son, Matthew Santos, 10, was taken to hospital in critical condition, police said. It is a horrible situation. It is the worst case. This guy was driving so fast that there was no police car behind him the moment he ran past. So he could have slowed down, but he chose to keep driving at such a high speed, “Barineau said.
Santos is being treated at Medical City Dallas Children’s Hospital. The victim’s dog also died in the accident. Her grandfather Carlos Rico told NBC 5 that her grandson suffered serious injuries, including to the spine. Mateo is not awake and does not yet know that his mother was murdered.
“I want to pray for my grandson, pray a lot,” said an emotional Carlos Rico. “My daughter, you know, passed away. But I say, ‘Thank you, God, for the time she was living.’ Police said a woman driving the CRV suffered minor injuries and was released at the scene.
According to police, the three occupants of the Accord were also taken to hospital due to injuries sustained from the accident. Police said the Accord driver, identified as Bobby Lee Murphy, 37, of Oklahoma, remains in the hospital and faces charges, including a felony for evading arrest that caused injury or death.
Garland police policy gives officers some discretion in deciding whether to pursue a chase, depending on the time of day and the amount of traffic. For example, the policy states that officers must not chase anyone in a school zone. The department said officers were not actively pursuing the driver at the time of the accident.
Barineau told NBC 5 that the incident occurred in less than two minutes. The investigation into this incident is currently ongoing, police said.
