The young man received some scratches. According to police, on July 9, around 10:45 a.m., they were responding to reports of a shirtless person kicking vehicles and walking into traffic.

The Shakwan woman and baby were thrown to the ground when 27-year-old David Kelly collided with them from behind while police were searching for them for an earlier incident. As the lady and young man fell to the ground, stunned onlookers rushed to their aid as Kelly, who was topless, kept running. According to experts, Kelly allegedly kicked a vehicle so hard that he hit one of the doors.

According to Castanet, Sergeant Steve Addison said that “this attack occurred in a crowded area and was seen by about a dozen people.” Despite speaking to some observers, he said, “we’re really collecting data and we may want to hear from anyone who saw or heard what happened.”

After being charged with disfiguring, assaulting and hampering a harmony officer, Vancouver police charged him with mischief, assault and release from detention. On July 12, Kelly was supposed to appear in court, but he didn’t.

Just on Thursday, July 21, when an observer spotted Kelly on the news and pointed out a Vancouver policeman who was patrolling the region, the police were ready to hunt him down and capture him. Kelly was sent back to prison and police said they are still investigating his alleged cooperation in multiple rapes that occurred on the morning of July 9 in Chinatown and the Downtown Eastside.

Twitter users also responded to the video and shared their thoughts on it. Shakwan David Kelly was not driving, or the comment likely would have perused, “Alone Traveling Street Rodent Driver Killed Child,” as one customer put it.

Another customer asked why the VPD was looking for additional observers for an event that was so well captured on film. One would accept that the police should require observers as to the whereabouts of Shakwan David Kelly, all things considered. One more tweeted: “Finding Shakwan David Kelly and shutting him down as a criminal is fine.”
